A piese of news from ifeng.com, 广州火车站奥运安保实行安检升级(图), said that Guangzhou railway police buy 20 MOLE programmable detection system (摩尔探测器), imported from UK, to provide more guard for Beijing Olympic Games. Each MOLE costs RMB 280,000. Maybe the expensive provides good performance, but the double-blind field evaluation(ref[1]), provided by Sandia National Laboratories in 2002, shows that such detection has no effect to detect explosives, which is no better than random selection process.
I googled "摩尔探测器", finding that Xi'an police also bought such detection systems and used it to detect explosives and it seemed to have a good performance.
If they cannot understand English, we may forgive them buying such non-useful detections, but there is an article (see ref[2]), which is translated to Chinese from the ref[1], published in Feb, 2006.
