The Certificate of Senior People

According to a recent article on a local paper, one person was caught of faking certificate cards for senior people.

It is very silly to issue such a certificate to the senior people by the goverments. The easiest way to identify whether he or she is a senior person (older than 60) is to check their ID cards, and there is no need to show other kinds of certificates. Because this is involved in economical benefits, the local senior people could visit the local historical sites or take buses with no charge, so the faking such certificate cards illegally has the market. The government issues a true certificate card with charge CNY5.00 as the cost.

Moreover, if the government issue such certificates, they charge every senior person CNY5.00 as the cost. If in a city, there is 1/8 senior people in the whole population of 8,000,000, there will be about 1,000,000 senior people, then the government will get CNY5,000,000. Where do they spend such money? The cost of every card must be less than CNY5.00. However, where does the residual money go?

How do they allocate the money to these sites and the bus systems? I think there is not a reasonable institution. Since the 2nd-generation ID card includes the function to be read by computers, If a senior people visits a site or take bus, he or she can be identified by a computer whether being aged enough through computer reads their ID card, in order to determine give him or her free visiting sites or taking buses. Then, the buses or sites gather their information to report governments in order to receive compensation. If the conditions is not good, the senior people should show their ID card, then sign their name and write their ID-numbers.
